Scott Lowery
Founder and Chairman

Scott Lowery, Founder and Chairman


Scott Lowery co-founded SquareTwo Financial, and has served as Chairman, CEO and President since November 2002. Currently, he serves as Chairman. Lowery operates two franchises through P. Scott Lowery Law Office, P.C., located in Denver, Colorado and Tulsa, Oklahoma.

Lowery has more than 20 years of leadership experience building successful entrepreneurial companies, ranging from a collections-based business to multiple subsidiary ventures, which are strategically aligned with SquareTwo Financial’s core business.

Prior to founding SquareTwo Financial, Lowery was a practicing attorney in Denver, Colorado. Lowery serves on many committees and boards, such as ACE Scholarships Board of Trustees, Denver Hospice Board of Directors, Colorado Uplift Development Board and Executive Committee, Focus Seminars Board Member and K-Life Board. He also serves on the Campaign Steering Committee for the University of Denver and served on the Dean Search Committee for the University of Denver’s Business School.

Lowery received his Bachelor of Science degree in Business Administration in 1982 from the University of Denver and his Juris Doctorate from the University of Denver College of Law in 1985.

Paul A. Larkins
President and Chief Executive Officer

Paul A. Larkins, President and Chief Executive Officer


Paul A. Larkins serves as President and Chief Executive Officer of SquareTwo Financial. Larkins has over 25 years experience in the financial services industry.

Prior to SquareTwo Financial, Larkins served as president and chief executive officer of Key National Finance (KNF), and Executive Vice President of KeyCorp.  KNF was comprised of Key Equipment Finance, Key Auto Finance, Key Education Resources, Key Recreation Lending, Key Home Improvement and Key Payroll Online. He joined Key in 1993, and was a member of the Executive Council of KeyCorp (parent company). Larkins also served as senior executive vice president of KeyCorp Leasing Ltd.  Before joining Key, Larkins worked for USL Capital and IBM in regional and national capacities.

Larkins received his Bachelor of Science degree in Economics and Business Administration from St. Mary’s College of California. Additionally, he is a graduate of the Institute of Leasing Management at Columbia University and the Stonier Graduate School of Banking at the University of Delaware. Larkins serves as a member of the board of the Leeds School of Business at the University of Colorado.

L. Heath Sampson
Chief Financial Officer

L. Heath Sampson, Chief Financial Officer


L. Heath Sampson is the Chief Financial Officer at SquareTwo Financial. Sampson brings focus to the corporate controller’s office, analytics team, internal controls and FP&A technical and financial accounting areas of our company.

Sampson joined SquareTwo Financial from First Data Corporation, where he served most recently as the Chief Financial Officer of the Financial Services business, a $2.5 billion dollar revenue subsidiary of First Data Corporation. Sampson also previously served as the CFO of First Data’s Innovative Payments Group and Vice President of Risk, Control and Audit. Sampson earned both his bachelor’s degree in Accountancy and master’s degree in Accounting from Denver University.

Brian Tuite
Executive Vice President and Chief Business Development Officer

Brian Tuite, Executive Vice President and Chief Business Development Officer


Brian Tuite serves as the Executive Vice President and Chief Business Development Officer for SquareTwo Financial and is responsible for all sales and acquisitions, as well as all of its operating subsidiaries.

Tuite comes to SquareTwo Financial from the Bank of America Credit Card division, where he served since Bank of America’s acquisition of MBNA as a Sales and Marketing executive in the Affinity Card and Latin America credit card businesses. Previously, Tuite spent 14 years with MBNA ultimately serving as their Senior Executive Vice President, Customer Marketing Director and Customer Segmentation Leader.

Rick Roth
Senior Vice President and Chief Marketing Officer

Rick Roth, Senior Vice President and Chief Marketing Officer


Rick Roth is the Chief Marketing Officer for SquareTwo Financial. Roth comes to SquareTwo Financial with over 20 years of global marketing, corporate communications and business development success.  As CMO for SquareTwo Financial, Roth developed the strategic market positioning plan for the company. Roth leads corporate communications, marketing, media relations, branding and strategic positioning.

Prior to joining SquareTwo Financial, Roth led the global marketing and communications for three public companies in the Fortune 1000. Most recently, he served as the Vice President of Global Marketing for ProLogis Corp. Roth also held the position of Vice President of Global Marketing and Communications at both Level 3 Communications and Corporate Express.

Roth began his career in journalism that included news management positions for both CBS news in St. Louis, Missouri and CNN News in Los Angeles.

William A. Weeks
Senior Vice President and Chief Information Officer

William A. Weeks, Senior Vice President and Chief Information Officer


William A. (Bill) Weeks serves as Senior Vice President and Chief Information Officer. Weeks has over 15 years of Information Technology experience, and has responsibility for all IT operations and systems development within our company. He works to establish systems strategies that align with and enable profitable revenue growth.

Weeks joined SquareTwo Financial from Key Equipment Finance, where he most recently served as Senior Vice President and Chief Information Officer.  Before joining Key, Weeks held positions in the Information Technology arena with National City Commercial Capital, the Provident Bank, PCFS Mortgage Resources, and Makino Incorporated.

Weeks is a Marine Corp Veteran, and holds a certificate in Executive Management from the University of Colorado in Boulder.  Additionally, he is a member of the Society for Information Management, ELFA Operations and Technology Committee, CIO Executive Council, and a Volunteer with Boy Scouts of America.

Thomas Good
General Counsel and Corporate Secretary

Thomas Good, General Counsel and Corporate Secretary


Thomas Good serves as General Counsel and Corporate Secretary for SquareTwo Financial. Good is responsible for managing SquareTwo Financial’s legal and compliance efforts. Good has practiced law for over 25 years in all facets of the commercial and consumer finance industry.

Good joined SquareTwo Financial in 2006 from Asset Acceptance Capital Corp., where he served as their first General Counsel. Prior to joining Asset Acceptance, Good worked for General Electric Capital Corporation, John Deere Credit and Michigan National Bank. Good is a two-time graduate of the University of Michigan, receiving both his Bachelor of Business Administration and his Juris Doctorate.

Bethany S. Parker
Managing Director, Litigation and Recovery

Bethany S. Parker, Managing Director, Litigation and Recovery


Bethany S. Parker serves as the Managing Director of Litigation and Recovery for SquareTwo Financial. Parker is responsible for managing SquareTwo Financial's Local Counsel Network, consisting of over 150 law firms, $2 billion in assets and legal collections that contribute to one-third of SquareTwo Financial’s total cash inflow.

Parker attended the University of New Hampshire Whittemore School of Business and Economics, where she majored in Accounting. Parker also attended the University of Colorado Denver with a focus on Finance.

Kim M. Bingham
Senior Vice President of Human Resources & Organizational Development

Kim M. Bingham, Senior Vice President of Human Resources & Organizational Development


Kim M. Bingham is the Senior Vice President of Human Resources & Organizational Development for SquareTwo Financial. Bingham has worked in Human Resources and the training field for over 20 years. She has accountability for the development and implementation of all company-wide HR policies and programs. Some of the programs that Bingham is responsible for covering include: employment, orientation and training, employee relations, benefits, EEO compliance, organizational development, relocation and facility management.

Prior to SquareTwo Financial, Bingham served as a human resources and training professional for Budget Car & Truck Rental, The Hibbert Group and in the major electronics industry located on the East Coast.

J.B. Richardson, Jr.
Vice President of Strategic Development

J.B. Richardson, Jr., Vice President of Strategic Development


J.B. Richardson, Jr. currently serves as the Vice President of Strategic Development for SquareTwo Financial. His role is to strengthen SquareTwo Financial’s unique network of partners. Richardson leads new business development opportunities, assists partners in developing domestic and offshore backrooms and unique, advanced strategies that differentiate SquareTwo Financial in the marketplace.

Prior to joining SquareTwo Financial, Richardson worked as an Investment Associate for KRG Capital Partners. Richardson also previously served as an investment banking analyst for Wachovia Capital Markets in Charlotte, North Carolina. Richardson graduated with honors with a bachelor’s degree in Economics and Commerce from Hampden-Sydney College in Farmville, Virginia.

Mikel J. Burroughs
President – Healthcare Funding

Mikel J. Burroughs, President – Healthcare Funding


Burroughs is the President of SquareTwo Financial Healthcare Funding. He is responsible for managing the execution of all healthcare portfolio sales, as well as the marketing and operations of the purchased healthcare portfolios. As a decorated Colonel in the U.S. Army Reserves, Burroughs has over 34 years experience as a proven leader. He achieved his goals in the civil sector while simultaneously working with Sears Roebuck and C.B. Accounts, Inc.

Burroughs has a bachelor’s degree in management from Illinois State University. He has also earned a master’s degree in strategic studies from the Army War College.

Julie Kaplan
President and CEO – Commercial Funding

Julie Kaplan, President and CEO – Commercial Funding


Kaplan serves as the President and CEO of SquareTwo Financial Commercial Funding. Kaplan, who is responsible for development, marketing, hiring and training for Commercial Funding, has more than 15 years of experience in the asset recovery industry. Since she joined Commercial Funding, sales have increased by 844% and more than 1800 new clients have been opened.

Prior to her time at Commercial Funding, Kaplan was the Managing Director of Branch Operations for Newton and Associates, a recovery agency. Kaplan also previously held the position of Managing Director of Branch Operations for NCO Financial Systems.

Chris Walker
President and CEO – Canada

Chris Walker, President and CEO – Canada


Walker is the President and CEO of SquareTwo Financial Canada. He oversees business development and strategy for SquareTwo operations in Canada, including the company’s subsidiaries, Metropolitan Legal Administration Services Ltd. and Preferred Credit Resources. His career in accounting and finance spans more than 20 years, including owning and operating of Metropolitan Collection Services where he served as President and acting as CFO at Officeland Inc.

Walker’s experience and sense of community have led to leadership roles with various chambers of commerce, the Ontario Small Claims Court Committee and the Georgian Bay chapter of Certified Management Accountants. Walker is a graduate of the Business Administration program at Sheridan College and holds a CMA designation from the Society of Management Accountants of Ontario.
